Is this with the stock OObs? - if it is not, then you may have a third party OOb with the formations messed up?.
Testing the AI pick list is extremely simple (and I have just done it for a dozen or so tries) with no sign of barge carriers in a meeter.
1) set up the 2 players in the game options as the opponents, and the date (makes things simpler than having to select al these for a battle each time), and set the points value you want in preferences.
2) generate a battle, with COMPUTER selecting the green force (yours), and the AI side set to COMPUTER for buy and player but HUMAN deploy.
3) On generating, you will get an AI buy to deploy for the AI but as human deploy, you can now investigate it. Use the auto-deploy a few times, should you want to investigate the various deployment options and investigate typical AI set-ups.
4) Now, exit that game after having a look, and repeat from step 1 a dozen or more times (so you can see the rarer things, like air, maybe see some helo grunts, etc).
5) If you want, now repeat all of the above for a different battle type, though any mines the AI will deploy will only be set out for the first deployment (Auto deploy does not un-assign them after deploy try #1).
As I say - have tried the meeter a dozen or so times, and no barge carriers (yet). Barge carriers should only be bought if a wide river is present and it's the AI to assault. have you seen any AI engineers & perhaps mine clear tanks - as those are only bought in the assault too?.
A save game to investigate would be useful.
However - if it is a third-party RED OOB, then you will need to take it up with the third-party designer.

PS - just thought of the one thing, should you have loaded a custom map which has the wide river flag set (with or without an actual body of wide water present), then it may well have confused the AI.
