Realise may not be possible but would it be possible to make user campaigns 2 player so can PBEM.
Why! you ask.

The idea is not to allow play of campaigns designed to play the AI but to make it easy for people to play specific situations but with more flexibility.
A scenerio in effect but the player can deploy all or some of his forces.

Example

One Player purchases both forces as knows the historical makeup or situation he wants to create. Unlike a scenerio though as its a campaign both players can deploy like a generated game.

As the system stands by adding a 1 turn dummy battle so actually play the second battle this could include some fixed units already deployed.
Could be anything from emplaced guns while the rest of you force isnt to scouts or sentries setup in front of the deploy line.
Also gives you the option to fix units in place like MMGs AA defending a base.

If Purchase Points still worked could set to zero to play as it is or set to a small figure allowing the player to purchase a few extra units & taylor his force as desired perhaps apply it to support points.

Another option that is perhaps a lot easier is the ability to run the editor so you can only see one sides forces.
That way one player could set his side up & if desired purchase the other force in whole or part.
He now sends it to the other player who finnishes or does his own purchase & deploys.
While he is doing this however the other force does not show up, no matter how hard you try always see something.
Now save as a scenerio & play it or better yet as a PBEM after both have deployed.

Either Allows more flexibility in setup as can do in the editor but the player still gets to deploy. Aimed at the more hardcore player balance is down to the players who can decide beforhand what they want.

Realise asking for a lot but this flexibilty would finnish the game for me as could now have Gentlemans agreement on thing like scouts & sentries forward from main force & yet can quickly setup & PBEM it.

Nope, user campaigns are totally built on the premise of force 2 being an AI one, with the fixed set of troops set up in a particular place the scenario designer chose.
