Couple of questions:

1. Is there a way to make a really passive race? In other words a race that goes about its business and doesn't like to fight at all. They would also make great allies and wouldn't get mad about being in their territory.

2. Is there a way to make a race a great trading and commerce race. Not very aggressive and friendly.

Try Phong. I even shared colonies with them and they didn't get mad.

Sure. Set "Percentage of Allied Planets to consider as Attack Locations for Anger" and "Percentage of Enemy Planets to consider as Attack Locations for Anger" to 0. Then they don't get mad if people are in their territory. There already are 4 such races--the Eee, the Phong, the Sallega and the Toltayans.

To do this you would also have to set the Mega evil empire setting to off also. Otherwise they will automatically declare war on you when your score gets above 500k.
