I think it may be based on usage. I got invites after a week of using gmail, and that was with about 5 Messages a day. Now it's closer to 35 a day, and my invites are refilled to 6 very regularly (as in, a day).
Might also have something to do with sending in suggestions, which I have done a few times.

I don't think that is it. I have only sent 4 or 5 emails in the couple months I have had it and I have 6 invites for my use.
