This is not a comparison to SE, but another kind of space civ that I keep an eye upon:

They took a lot of inspiration from SE IV..... A LOT But who cares? I am still going to go with the proven King and yet undisputed king of 4x when its released. MooIV.

i've heard mixed things about GC1. it sounded like a decent game to me. 2 sounds better, influenced from se4, it looks like. but thats not a bad thing.

The problems with MOO3 are too numberous to list here. I bought the game and can speak from first hand experience, the game is uber crap. Do not waste your time or money on it even if you find it for $1.00 at a sale.
