Communion Master slows you down ?
I have a Celestial Master with Heroic Quickness +103%. His base move is 12 and his current move is 36, which means he should get 3 moves per battle round. Indeed he does -- in the first round of the battle he casts three spells, one of which is Quickness. Quickness apparently gives you "whatever your base move is again, and one action per battle round". My Celestial Master's move went up to 48 and he got four spells in battle round two. In that round one of the four spells that he cast was Communion Master. After casting Communion Master his move was still 48, but he cast only two spells per round for the rest of the battle!
I suspect that Communion Master somehow throttled him back to the speed of his communion slaves (none of whom had Heroic Quickness +103%), but let him have his +1 move for Quickness.
Is this a bug?
It wasn't that he was fatigued -- his fatigue was nice and low throughout the battle.

Quickness beyond +100% is supposed to act pretty much like that, I think: your +3% should give you an extra action every 33 turns, or some such. I don't recall how Quickness and Heroic Quickness are supposed to work though...

Too bad for your CM there's no Olympic Games in the Arena ! 
I didn't think Heroic Quickness had any effect on spellcasting, just made you run/fight more quickly.

Oh, I forgot to mention that this guy is the Prophet of my 9-Water Pretender. Did I say he was a Celestial Master? He's no Celestial Master -- he is Lu the Immortal Hero of T'ien Ch'i!
Anyway, being prophet of me gives him, what, " 150% of his move and actions per battle round"?
So it should be
base move 12 base actions 1
9-Water bless 18 1.5
Heroic Quickness +103% 36 3
Quickness Spell 48 4
I *think* this is what is going on -- the blessing (1.5 X) combines with the Heroic Quickness (2.03 X) for a total of 3.06 X, then the Quickness Spell adds +base move points and +1 move per battle round.
So in the next battle he will not be casting Communion Master, and I expect him to cast three spells in the first battle round, one of which will be Quickness, and then to cast four spells every round until he tires out.

But Lu did in fact cast three spells on turn one of the battle, one of which was Quickness, and did in fact cast four spells on turn two of the battle.
So either Heroic Quickness and Water Blessing Quickness *do* stack, or, uh, or Heroic Quickness +103% gives you three spells per turn.

+103% quikness gives you 100% of a extra move and a 3% chance of another move, so 3 moves is possible.
I think spell quikness multiplies with heroic quikness, so you get 4 moves next turn.
Some one correct me if I'm wrong.

I'm pretty sure they do. At least they did for me in an sp niefel w9 blessing I played back in 2.15

They compounded. Heroic Quickness affected your base number of actions, and the Quickness spell doubled the result. So Heroic Quickness 100%xQuickness=4 actions total, 200%xQuickness=6 actions total, and so on, and so forth. This has been verified in three separate games, since I always capitalize on Heroic Quickness(well, in SP) via a quick water empowerment.
Edit: For the record, Ice Devils with 8 actions per turn are teh r0xXOrz.

Hm. If Quickness actually *doubles* your actions per turn then my numbers don't add up. I could make sense of what I observed only if I believed that Quickness added +1 action per turn. Hmmmmm.
