M40 RCL HEAT scores

Hi,

I've noticed that the M40 RCL has different HEAT penetration scores in different obat's. I haven't been able to go through all of the obat's but it seems it has either a score of 40 (eg Israel, France, Jordan, ARVN, Netherlands) or 45 (eg Japan, US, USMC, India, South Korea).
These are all marked as the 'regular' version, not the A1 update (HEAT 62) or A2 (HEAT 70).
