Happiness?

Right.. I was dredging through the happiness files and I think I may have spotted a little something.
It's about creating / losing ships affecting happiness...
e.g.
under peaceful, near the top of the file is :-
Any Ship Lost := 1
Any Ship Constructed := 0

and right at the bottom of peaceful is :-
Ship Lost in System := 2
Ship Constructed := -5

Now I believe only the top one of these takes any sort of effect but I am unsure...
However, it makes more sense for the bottom one to take effect instead...
is there a need for both or has one been "left in" by accident.

if anyone could clarify / clear things up it would be great...

Ship Lost in System := 2
Ship Constructed := -50

Top Of List:-
Any Ship Lost := 1
Any Ship Constructed := 1

Ship Lost in System := 1
Ship Constructed := 0

They are all in use. Any ships lost or constructed means all ships that empire has. Ship lost in system is ship in same system were the planet is. Ship constructed is constructed on same planet or in same sector. I'm not sure of that. I think these all are cumulative. So for peaceful race ship lost in same system is 1+2 points of unhapiness.
