That was an intelligence project. They rotated your crew which sets the experience level back to zero anyhwere in the galaxy no matter what.
(i.e. Captain Janeway we have received a transfer order from startfleet command. It appears the whole crew has been assigned their own greenhorn crew. And they came up with this magical transporter system that can get us to all our respective ships right now.) It doesn't seem to make sense but that's the way it works. I hope I answered the correct problem.
Be patient, sometimes it takes longer depending on where you live or they are just not on the ball lately.

I was saying that this ship doesn't have a crew... As for the master computer somebody got to get up there and un-plug/un-screw/un-done that bugger first before they can transfer it to who-knows-where! And that thing is 20kT in size you know...

That sorta make sense, but if it was me who did it I would have deleted the whole OS or what-ever-you-call-it and leave the ship dead in the water... err... empty space.
