Just a few shots in the dark....
1) Sounds like a medium planet with Advanced Storage Techniques, so average homeworld quality (if you're gassy, mayhap either average or bad). Check the game settings on the Game Info page of the game.
2) There may be a storm in the same sector as your planet. I've seen it happen once before, to an AI. (And it gave me fits! I could not for the life of me figure out where the ships were coming from, till I got the AI to surrender.) Go to the Colonies screen and get to your planet there.
3) Empires allowed to start in the same system. Again, check the game settings.
Which game is it, Atrocities? I'm curious to see if I'm even in the ballpark....
