Not in either my working game nor the Virgin copy of the game I keep to test patch installers is scenario 21 named Gult91. winWPWW2;s scenario 21 is "Jagdtigers in the West"
My guess is you have installed MBT incorrectly. 21 IS named Gulf 91 in MBT but that scenario is not part of winSPww2.
My suggestion is to check your copy of MBT and see if gulf 91 is in slot 21 then uninstall your copy of winSPWW2 then re-install
