Default Stupid newbie question

Hi all, I'm a complete SE newb, I've played a total of I think 30 turns. I have a stupid question.

If you start a "No Warps between sectors" game, how on earth do you travel between sectors?

See, told you it's stupid.

research stelar manipulation to gain access to wormhole openers.

So, if I play in a game with no warp points, no one can move in or out of my home sector until the appropriate level of Stellar manipulation is reached by someone?

No one can enter or leave ANY system in that case, not until they have warp point openers (stellar manipulation)
