Intel puzzle
I am in a grinding war with the AI powers Sergetti, Romulan and Drakol - I bLast his planets, they bLast some of mine. I am having to rely on my intel superiority just to stay in the war but a strange thing seems to happen. WHen I use crew inserection or resource procurement against the sergetti it works fine, but against the Romulan my operatives ALWAYS come up lacking. The Romulans have a few thousand more intel points (I think Sergetti have 6K, Romulans 15K) but should this really make the difference? i usually bLast them with 3 crew inserections and a resource procurement - shouldn't that be enough? What else could be causing their resistance - a racial bonus?

The romulans probably aquired intel earlier, and have built up a bunch of points in counter intel.
You may have to throw upto a million points of intel ops at them before you will start to see any effect at all. At max tech levels, human players can fiddle the numbers to achieve upto 21 million defense points stored. Breaking down defenses can take quite a while!
You can either keep intel opping the sergetti for fun and profit, or you can dig away at the Romulan's entrenched counter-spies. Or a little of both as you seem to be doing now.

How do you store defence points in intel? I thought a counter-intel project just defended you while it was being built - does it give you a storage of points? Help - how does it work?

When you put points into counter intel, it builds up, showing as the progress bar.
When an enemy attempts to hit you with an intel op, it is blocked, and the cost of the project you were hit with is subtracted from your progress in the defense project.
So if you have 400,000 points in a defense project, you can block at least 8 PPP projects.

Nearly full CI projects can be moved to the back of the queue. As long as points are spent in at least 1 CI project each turn, then all points stored in all CI projects will be used to defend against enemy projects.
