1.78 Settings.txt question
What does:
Planet Combat Defense Modifier := -200
mean, exactly? All weapons hit in ground combat or something?

"Planet Combat Offense Modifier" and "Planet Combat Defense Modifier" seem to be the default planetary 'Combat Sensors' and 'ECM' values. We haven' done much experimenting with them yet. Since they are global they really aren't much use except for someone trying to balance a major mod to the entire game.

I believe that entry makes the previously hardcoded defense penalty for planets moddable.
It means that an attacking ship will almost never miss a planet, but now modders can change the value of "almost".
The two entries before that have interesting implications; unmodded seekers have a +40 defense bonus, and a planet's weapons platforms have a +30 attack bonus.

I assume the weapon platform bonus would be added to the mount bonus? That makes large weapon platforms VERY scary - a massive weapon platform mount has an 80% attack bonus (IIRC), and adding another 30% makes the total bonus 110%... add combat sensors and planetary assaults become quite dangerous.

True, but you have to remember that WP mounts have a range bonus, especially on the larger mounts. Every square range means 10% knocked off that 110%, and it is ultimately the ships and not the planet that control the range.

Yes, but...a planet with heavy mount weapons will have a 110% chance to hit (before rounding) at range 10--instead of 0%. Comes out to 99% from ranges 1-11, minus defender's ECM. Don't even think about putting talismans on your WPs.
