No not realy, i have a game with pop of 9600 and only 80 to 100 troops and all is cool

I haven't found that to be the case, but I haven't done detailed testing. I did just finish a SP game in which I had 4 different breathing populations being ferried around to the various planets and I never noticed a correlation to population size. I was playing Organic and had Replicant Center III's in every system so they mulitplied like rabbits. I never needed more than "one turn's worth" of troops to keep them jubiliant. By reading happiness.txt there does not seem to be a modifiers other than:

Natural Decrease for Other Races := 20
Enemy Troops on Planet := 20
Our Troops on Planet := -2

It appears to be independent of population size.

Err... wrong answer...

The pop of a planet is not factored into the anger reduction factor of troops.

So this means that my top priority for dropping troops on rioting worlds should be the large ones with lots of monoliths... Thanks! This should come in handy in DimensionX 2... that is if it makes any difference if my population is rioting when the Concordium nuke them from orbit
