"Both the System View and the Tactical Combat view in SE5 will be in real-time rendered 3D"
This could be read a couple ways. One, SEV will be real-time. Two, SE5 will used on-the-fly rendering and not pre-rendered models. I'm hoping the later.

Wow, I was just kidding around about the secrecy involving the "Harvester" race in MOO3, and look what I get! I'll laugh myself into unconsciousness if they turn out to be named "Malfadoreans"...
And yes, the info we've been getting in the beta forum seems to indicate that SE V will only have real time combat, not real time game play.

I'm really excited about SE:V, especially with the real-time rendering - drooling about ships - but hopefully remaining turn based!

It appears the answer is no. They have not designed for or committed to multiplayer. The larger task of a persistent universe would depend in part on the multiplayer links (coding).
