I'd like to see a quad that came with few warp points. Something like 2 or three per system.

You can get that effect by using these settings on any quadrant:

Max Warp Points per Sys := 3
Min Angle Between WP := 60
Adding a 3rd set of quadrants that are WP-lite would be IMO kind of excessive...

Well, we are made of matter, but we do not make matter. We recycle it from other sources. I imagine an energy race would have to recycle energy from other sources in the same way.
