No, you are the one that is incorrect here. Drones were listed as something that was a planned feature. Nobody in any position of authority ever said, "Buy Se4 and we promise we will add drones and you won't have to pay extra for them." Every game has some features that get changed or dropped alltogether between planning and implementation for one reason or another.
If anyone has some particular feature that they think a game would be incomplete without they should wait until that feature is added before they buy the game, or find a different game. That's just common sense really.

Think of Gold as an expansion pack. I did, and I am damned glad I bought both Version of the game. Hell I buy expansion packs all the time. AOE, AOE II, Sim City 3 Unlimited, etc.
I was happy to have SEIV for a year before Gold was released, and more than happy to buy Gold. I love the game, and if I were a beta tester I still would have bought Gold just to support the developer.
Opinions are always good, and even though I do not agree with yours, I respect it.

Unless it is scratched all the way to the actual material at the center of the pLastic, it is recoverable. You can get repair kits resonably cheaply. It is hosed beyond repair, but thanks for suggesting this option. To be honest, I was heart sick over finding the CD in the condition it was in. It was like finding out that a beloved pet had passed away. But hey, its pLastic and pLastic things look cool when nuked. *Disclaimer - I am kidding, do not nuke disks, bad bad bad.*

So obviously if you had just discovered it after however long it was no big deal, because you had the Gold. You didn't even miss it, did you. So what if it's baked now? You already paid for it again so it doesn't matter.
Hey how's this. Sell the old ver of SE4 on Ebey and use that money to buy the gold?
