So if you run around dropping populations on enemy (or ally) worlds, you could force domes to do up...

You can't drop colonists on enemy worlds. Even Allied worlds will reject any transfer orders you give them.

I seem to remember that being the ONLY way I could pacify one empire I tokk in a recent game. They were neutral disposition (not a neutral race) and I had built Urban Pac III's in the systems. Waited at least 20 turns and could not seem to make them budge from Rioting. Once I parked a fleet in the system, they upped to Angry in under 5 turns. Then I moved the fleet to the next system, waited 5 turns, then moved to next system, etc. I don't believe it was the Urban Pac's 'cause I built ALL of them at the same time - only when a fleet was in the system would it increase their happines. ...and they were Neutral disposition, not bloodthirsty or peaceful.

Note that it dosen't matter what disposition the captured pop has, since they take on almost all of your race's traits.

If you were not a neutral happiness type, then everything was normal.

Ok, what I would like to know is this: Just HOW did you build a UPC III when the planets were rioting?

Well you can't on the actual planets which are rioting. But you need only one in a system and hence you can build it on a planet which is not rioting. Only one UPC is effective per system.

Find a moon or an uncolonized planet in the system, colonize it and emergency build an Urban Pac. I create a colony type I call "Reform" and build Urban Pac's and any race-specific stuff (Med Labs, Fate Shrines, Temporal Vacation, etc.) that increase happiness. I do this routinely when I force an AI to surrender.

I design a troop unit with a cockpit and no armor or weapons. i call these 'riot police.' 3-6 ships in orbit is usually enought to take a population from 'rioting' to 'really peeved' and then I can repeat build the troops (about 10-15 per turn depending on planet production. you could get even more on a happy world, but by then, who needs em?) until they are all at 'over-joyed'

depending on how long the planet was being blocaded for, they wont riot on the first turn anyway, so you can get the police troops cranked out before the riots start.

I have (on several occasions) forced an empire to surrender and ALL planets (in his original empire) were instantly rioting. Maybe they were rioting before I got 'em....

I do like your idea about the 'riot police'. It may give me a reason to use troops.
