Default Intelligence idea

It is my opinion that the intel operations are to powerful. I think there should be ways to limit it and so I've come up with an idea.

My idea was an option for intel that for things like PPP or Crew insurrection you should be have to be able to see the planet/ship you want or have seen it before. This would stop people like me from stealing every planet no matter where it is or if I've seen it or not from another player.

It just makes more sense to me.

Agreed the intel should be more realistic like you suggest.

BTY what do YOU think of the Civil War idea Baal? Good or bad? Please post any new suggestions or input in the civil war thread. Thanks !

It's a good idea but I think with the way intel works now it would be impossible to do.
I think that PPP success should be tied to happiness somehow, why would jubilent people revolt?
If the limits on how intel and counter intel worked were changed, ie no limit to the number of projects, more balancing of the costs and couter intel operations designed to stop specific types of projects, the intel portion would be more enjoyable.

I have read how many people are using the word 'revolt' for PPP. AS far as I can tell, (and IMO) that is NOT the case. The description of PPP reads something like:

"Install government officials sympathetic to your cause" or something to that nature.

The Intel Op "Anarchy Groups" do the revolt thing. It is a lower level Op but ACTS like a lower level Op. In fact, most times when I do Anarchy Groups Op (and succeed), the planets revolt and create new empires. I have NEVER had a PPP Op create a new empire (and I do extensive Intel in my games). So to me, that discourages the use of the 'revolt' concept, 'cause I DO agree with all of you as to the point "Why would a revolting planet that I cannot see (or have never met) decide to join forces with me??"

If you view the issue that way, its much more probable. However, I do agree that it is far too easy. In my games at around turn 150 or so, I can PPP at least 1 planet and Crew Insurrect at least 2 ships EVERY TURN!!

Maybe the PPP should be called a coup instead. That would reduce the confusion. I always assumed it was a revolt. Guess I should read the description better.

My idea to fix it was to remove the any planet/ship option when you click on an intel op and an empire. That's what I do, I Get a ton of intel points and select the any planet option and steal every single one.

I absolutely agree that PPP is to powerful as is IMO the communication mimic. A short time solution is to increase the cost of these projects. That can be done very easily in the intel data file. A better long time solution (I am locking for that since I've got SE IV!) are more counter intelligence possibilities.

Yes, PPP needs two things. It needs a WARNING before the revolt. How often does a local government with plans for independence come to power without the central government even knowing about it? We need to be informed that there are political events happening on the planet where a PPP is underway. Then we can move our military forces to be able to respond. There ought to be a real change in the anger level of a planet being affected by PPP since the populaiton has to want to break away for it to work. The planetary government will just look like a bunch of fools if they declare independence while the population is still loyal.

Also, there needs to be a new sort of intel project. We need a PACIFICATION intel project that lets us reduce the anger level on our own planets. This would be useful in lots of circumstances. Especially after forcing another empire to surrender and having to get many angry or rioting planets in line. But it would also be useful in counter-acting a PPP operation. If you could spend intel on supressing a PPP directly it would make it a lot less unfair than the 'instant pop-up rebellion' that it produces now.

I also believe the Com Mimic is too strong. Perhaps, instead of a declaration of war, it would reduce the current treaty by one level.
