This is not DOM 2 issue. Its windows issue. Windows will default to 60 Hz for every game/program that doesn't set its own refresh rate as some sort of protection from damage in case your monitor can't support it.
There are some programs out there that help you set refresh rate for each resolution that will work in any game/program.
One tool for NVidia graphic cards is NVRefresh and you can find it at http://www.nvrt.org/
I don't know which util is for ATI graphic cards but I’m sure there are some Users on this forum that can assist you.

So it is an DOM 2 issue.
DOM 1 uses SDL library for graphics, too, and it works fine. Any any other (Win32) game works fine,too, and I have a ***load of them.
Looks to me it's an issue DOM2 has with the initialization of 3D-OpenGL ...
And I really don't want to have to install another 3rd-party tool to get DOM 2 running ok. really, especially as I don't need it otherwise and I would have to get me a different one for each graphics card or at least manufacturer. That's no fun, really, and something that the programmers should fix ASAP.

Just run that tool, what Daynarr had mentioned.
It will fix the 60 Hz issue with the Nvidia card.
I had this problem in the past with my 4600Ti on WinXP, and that tool helped me to solve the prob.

You can also run it in a window, and then maximize it. The game will run at your desktop resolution and refresh rate.

I can't get more than 60 Hz screen refresh rate with DOM2 running in fullscreen mode, and that on 4 different machines:

This display driver release for Windows 2000 includes support for DirectX 8.1 and OpenGL.
#C Athlon 2000+, WinXPProf
G2Ti 64MB with Detonator
#D some Sony notebook
Radeon Mobility somewhat, Sony driver, WinXPHome
Interestingly enough, DOM1 runs ok even in fullscreen mode on these machines (Desktop refresh rate inspite of switching the resolution down to 800x600)
Any helpful suggestions ?

Sadly, starting windowed and maximizing does not work. Resolution changes and graphics are re-initialised .. with refresh rate at 60 Hz.
I'm not willing to clutter my PC (and those of my LAN-buddies) with a bunch of different tools just to correct the programming errors in DOM 2.
All other games (open GL included) work fine, DOM2 doesn't. They should fix it.
Sadly, I pre-ordered the game after many a hotseat session in DOM 1 with a friend. I already regret it.

What's the problem with a refresh rate of 60hz anyway? For that matter how could you even tell?
I'm just not sure how a refresh rate stuck at 60hz would make you regret ordering a strategy game. I'm just curious...

60Hz looks terrible, and gives you a headache, on a CRT monitor. It's bad for your eyes and brain. On a LCD, 60Hz is pretty much OK, as flicker is much less noticable, though it depends on the screen used.

He can tell because can actually see it. It hurts the eye and can give you a headache. business machines are required to run at 75hz at least over here or your employer cannot force you to use the computer.
That said, it is quite easy to fix the problem at least for the Nvidia PCs without installing any additional software. Install the latest driver first. Then:
Go to the desktop, right click, then "properties", "settings", "advanced", "monitor". Set this to at least 75hz. Go to the tab "Geforce *YourCard*", "override refresh". Here you can set the refresh rate for any resolution.

Ok...I'm just used to my LCD that doesn't really flicker on 60hz. But that would be a problem then.  I hope some of the advice offered to you works, once you get past the refresh rate dominions 2 is a great game.
