I just looked at my facilities screen & on one planet it said it had 10 facilities out of the 2 allowed.

Can happen without a bug.

Take a small planet. Make sure that everybody on board breathes the atmosphere.

Build up to 10 facilities.

Then, add people who *don't* breathe the atmosphere. *Poof*, you need a dome and the limit goes down to 2.
