Ahoy, I�m still quite new to SE4 and still learning the game mechanics. I�ve wondered too why this pretty game still has no decent SW mod available.
Next the hero-facilities, there could be maybe a more flexible method for implementing heroes of the saga to the game:
Create special hero-starships with unique unaffordable hero-components and let the player start every game with them.
Compared to hero-facilities, players could decide in which sector/system they are going to park their heroes with different abilities like economic and tactical bonuses which affect one sector, the whole system, or the entire empire.
To prevent hero-ships attacked by ordinary forces you could give them the same cloaking ability like the civilian starships of the Pirates&Nomad and Adamant mod which would be only detectable by other hero-ships� scanners.
To make things more interesting, hero-ships could be captured by the enemy to force them providing their bonuses to the enemy side.
Here are some examples of hero-ships:
Rebels
- Mon Mothma and Admiral Ackbar flying on the Mon Calamari star cruiser Home One presenting the mobile Rebel headquarters which provides bonuses in all categories (happiness, production, ship/fleet training, etc.) in the sector/system
- Luke (with R2) on his X-Wing with superior combat ability and combat modifier bonus for the entire system.
- Han, Leia, Chewie and 3P0 on the Millenium Falcon with diplomatic (happiness) bonus for the current sector/system
- Lando Calrissian on his Lucky Lady space-yacht with superior economic bonuses for the sector/system
- General Madine on a Nebulon-B frigate providing intelligence points per turn, superior ship boarding, scanner, and mine-laying/-sweeping capability - acting as the Rebel hero-ship hunter
Imperials
- Emperor Palpatine on his Imperial shuttle providing bonuses in all categories to the sector/system
- Darth Vader with Admiral Piett and General Viers on the slow-moving SDD Executor with bonuses to combat and economy but moral penalty by oppressive force in the sector/system
- Boba Fett on his Slave I with superior combat power inclusive ship boarding, long-range scanning, and intelligence points generating - acting as the Imperial hero-ship hunter

That would be a good idea, however there is no way that you can mod SEIV to start with ships. It's impossible in SEIV, but perhaps it'll be a possibility in SEV or SEVI.
Plus, adding to what you're proposing, heroes should be able to move about. General Veers fought planetside with his AT-ATs, Luke isn't always in the X-Wing, Solo and Chewie aren't always in the Falcon and so forth.

Hi to all ,
Am home now , for good. Was released today from pris......Care Centre  and only need day time care for the next couple of months (walking is still a bit painfull)
I wanted to wait with my return on the SEIV form and comunity but when I saw the post from Outcast I had to respond ...........
Because Outcast , the most you described above, is already done and ready for play in my : ' Star Wars : Rebellion Mod '
All the Heros have bonuses regarding to the character or role, (example : Leia has some good Intell bonus due to her diplomatic knowledge and experience / Chewie has some extro repair abilities..... etc etc)
And indeed I also added the special ship tech's.
(Falcon with torpedo mount and smuggling bay , and Vaders Tie-fighter and offcourse Slave - I etc etc)
So please give me a few more days (really need an canon star wars map) and I will put it on the web.

Scenarios.
You can't start with ships on a standard new game, but a scenario will let you start with anything legal, and if you jump through some hoops, even start with things that cannot be built.

I forgot to ask, Intimdator did you want the models for the Imperial ships? I have only made about nine ships thus far, no fighters or other. I have not done much with the Rebel ships yet, other than the one posted.
If you could kind of, as time permits, give me a list of ships that you would like made, I will try my best to do so. Otherwise I will work on the set as I get time and the occational inspiration. Not much you can do with wedged shaped ships.

If you need ship models for Star Wars I might be able to scare up a few...Also I assume you have resource materials or a website that has tech, ship, weapon, etc info?

These ships are beautiful, Atrocities. If you make rebels, republic, trade fed, whatever, you can be assured I will download it. Heck, so will just about everybody else.
