Normally I like some randomness to a start in a game. It gives it more of a sense of reality. Usually the starting positions are fairly even, and if you play enough games, the breaks tend to even out.
But there are those times when you want a game that you can assure everybody has an equal start. This is possible by creating a map with the map generator, but that takes time. And you have to get a non-involved person to make the map, or the map maker has to take ancient race to be fair.
I have come up with files that can be used to create quadrants that are random, and totally equal to every player, rregardless of planet type or aptmosphere chosen. I call it a "Parity" quadrant, for lack of a better term.
I don't know how much anybody will use this, but I have posted it at any rate.

I calculated the minimum number of planets nessecary for this. You can't simply make one of each type, since there are no Gas Giant/none planets. This would result in an extra domed rock or ice world for those races.
Using these files, in every system there will be one huge and one large gas Giant of each of the four aptmosphere types available, and two large rock and ice planets for each of the five aptmosphere types. This is a lot of planets, so to reduce clutter I made all the planets double planets.
Every race will have planets available in each system to build 72 facilities. Also by using the settings.txt file included, Each planet will have 100% of each resource type.
This does not include the home planets which will be placed automatically by the game. Also the home planets will not be exactly 100%, but they will all be roughly equal. It will be a very small difference between emipres resources.
