There also seems to be some kind of repairing bug. In a couple of my PBW games, I have ships at a space yard (5 components repaired per turn), and yet only 3 are repaired per turn  .

That will teach you with scrapping your Repair trait is bad.  That seems the most likely option here, but I am not sure on the exact specifics for Spaceyard repair (it's been a while since I have used retrofits, but I think 80% gives 4 component repaired a turn at a SY, and 79% or less only gives 3). Also check your culture, as some of them have a penalty to Repair, such as Berserkers.

Hmmm. Now that is interesting. I've been playing the Bezerker culture exclusively vs the TDM Modpck races. I read that it had a 2% repair reduction, but I never noticed anything. But I hardly ever reduce the repair percentage. That little help file on min/maxing seemed to have some hints on how screwing with the characteristics worked.

-2% should result in -1 to all your repair rates with 100% repair, or nothing with 102% repair; all it means is that you should add +2% to keep the same repair rate (I know I use 82% repair rate with Berserkers, keeping a SY repair rate of 4; good enough for my retrofits).

Yeah, that's the first step of a proper min/max calculation. I don't like to start a game with calculations, it puts me off  . I just ran on test using the Tesseleate. They take repair rate of 50 %. A spaceyard repairs 5 components per turn. When I ordered a retrofit, it was repaired 2 components at a time. So that time 'round, the game seems to be following its rules.

Happened to me just now in my PBW game, although both repairer and repairee were in a fleet that moved (from what I understand repairs are supposed to take place even if the ships move). Try removing your ships that need repair from their fleets, maybe that will allow them to get fixed.
EDIT: both ships were in the SAME fleet and stayed together.

Repairs take place after ships move. You must end the turn in a sector with a repair yard to be repaired by it, not start the turn there. This is not a bug, it is the turn processing order.

Sorry to not have made myself sufficiently clear, I've edited my post to clarify that both ships were in the SAME fleet and stayed together.
