Default long range scanners

How do I get long range scanners to work? Even ships with a scan range of 5 dont seem to pick up activity on unocupied systems.

Its not systems. Its sectors == the squares in a system.

With long range sensors, you can click on the enemy ships that you can see (cloaked ships are still hidden), and provided that the ship lacks a scanner jammer (or scattering armor), you will be able to see the components, damage, cargo, etc inside the enemy ship.

Thanks for the clarification. I am new to the game and am still playing the tutorial. I have been thoroughly enjoying and just needed assistance on this issue.

It's always handy to have one or more ships with a Scanner in your main battlefleets, patrol/guard fleets, basically any combat fleet that leaves the safe inner regions of your empire. If you have a fleet of ten Cruisers, you stand a good chance of winning a battle against ten Light Cruisers; however, if the LC's are equipped with sufficiently advanced technology (APB XII, WMG, PD if you use seekers as mainstay, etc.) they can whoop the arses of your Cruisers if you're not careful. Scan them to see if you can handle them; if you can't, steer clear.
