Can I change the HQ commander's rank?

I am making a small scenario where a 2nd Lt is in command of the US forces vs Taliban in 2005 Afghanistan.

I liberally modify units to suit my needs,but I can't seem to figure out how to change the rank of the HQ officer.
Is this possible?
