Just a quick post here for anyone who missed the posts in the main SE forum: The Neo-expansion pack and Proportional Response pack have both been updated to version 1.40! over 50 new images avaialble for your downloading pleasure!

I got to the download page, but when I click the link to download the entire package, I get 404'ed!

For those who want to know what it's all about, probably best to start here:

That shows you what the neo-expansion pack is all about. The Proportional Response pack is basically more of the same, but with starliner and infantry images.

If that doesn't make sense to you, just download and install both files. You won't be overwriting or deleting anything, and there's no need for you to alter any data files (the modders have done that bit for you). The new images will simply make modded games a little more colourful.
