 i think the order depends on the order in which they were recruited, at least that's how it seems to me

 I would be happy with the T command available by right click on the Leaders icon or a way to assign movement from the troop screen. When I have many leaders including some with the same name, I end up using a scratch pad to get the proper units to the right assignment. |
