Re: What causes units to not be built?
Im not sure if its still true but I also noticed that if you slip over 100 unrest then it might keep the units locked in recruiting. In other words, when you bring unrest back down (by lowering taxes and/or increasing patrols) then you might have to clear the units you had in recruit and put them in again.
You need to watch unrest. There are some magic sites that can raise your unrest even if you havent found them. I think most of them are blood magic sites.
