Actually I have a (very) vague idea of what skype might be, and from there I might venture an ever vaguer guess of what a VOIP service might be, but boy are there many ways to guess wrong. ( ²)

Voice Over IP
Its a variation of using IMs to chat during a game, or using IRC for a public chat. You see people on tv using voip while they play shoot-em-up console games alot. It gives them basically a conference phone call. Everyone can talk on the same channel, or can just use voice to talk to each other individually.
All of these are alternatives to complaining about the "wait a turn for an answer" message system that Dominions has.

All you need is a microphone. Or a webcam. or anything else that puts sound into the computer. You can get one for about $20 if you dont have one. (the skype software is free)
I feel that I should make a recommendation here for "Team Speak" www.goteamspeak.com which is an older and more stable version for gamers.

Hello again!
We will start our next game in a week or maybe 10 days time. We are at the moment in turn 52nd fighting with one of the players  SC are showing up so the game will end soon...
You can take cits but Im sure you will be first to be anihilated so think twice 
Skype is not neccesarry but is quite helpful. We mainly use it as a chat service (not everybody speaks fluent english) - it just makes our lifes and negotations easier.
Please, send me your emails so Ill let you know when we are finished.

I think it is enough - even when 2 players will change their minds it will be still fine.
