Newbie question about buying forces

I've played Steel Panthers 1 and SP WAW so I was very excited to see this game, and have been having a lot of fun with it.

Here's a question however, when you buy Support for a specific battle in a campaign, if you dont spend all your points,will the AI still spend all of its points, or is it matched to the size of force you have picked ?

basically is there a way to keep battles small ?

Player 2 will only have as much to spend as player 1 spends, depending on battle type of course.
