To my understanding, yes. Not sure about Scout helicopter, as it says Light Helicopter. Are these different class?

There is no "scout helicopter" class, so I imagine he's talking about light helicopters, as quoted.

I tried it. Light helo gives more artillery opriority hexes, as it is condsidered as a FOO unit. They also have good art command values.
