Re: Ruins? massive Technology???
A possible reason: do you have colonized the planet in which you find the technologies? No new technologies without colonisation.

Re: Ruins? massive Technology???
if you already have the tech, you wont get it from the ruins. there is a slim chance that you got the tech once, and all the other ruins just happened to have the same tech.

Re: Ruins? massive Technology???
...or, if you colonized the planets with the ruins at the end of the turn you got the message "ruins found..." (as mentioned by you) - in the news there is a button 'research'. Click it and look for newly discovered techs which might be linked to the discovery of the ruins.

Re: Ruins? massive Technology???
It also seems like your research ability ties into it as well, as when I played on high tech levels, I killed my research ability for a higher intel and it would take me like, 3-4 planets before I would find a tech level. In this game, so far its one for one... maybe perhaps one for two, but that hasnt happened yet.
I dont think they cost research (could be wrong) but I wager that your base research amount or ability is calculated somewhere along the process.

Re: Ruins? massive Technology???
Are you playing v1.49, or Gold (v1.60)?
If 1.49, are you using a map that was saved in the Map Editor?
There's a bug in 1.49 where it doesn't recognize the Ruins ability flags on maps from the Editor. The text description of the planet will say there are ruins, but you won't see the planet listed on (F4) Planets/Special. This was fixed in v1.52, according to the history file.

Re: Ruins? massive Technology???
Also, you will find that most of the ruins are "red herrings" when playing the proportions mod as distributed on the Gold CD.
