 Its possible that patrolling for scouts/spies happens before friendly movement, which is when Move and Patrol order would be executed.  Dont have my manual handy so I cant confirm. |

 Patrolling for sneakers is one of the last events in the turn (it can be seen in the turn messages), however, it seems that units on "Move and patrol" don't actually do patrol. They just go and stay outside the walls. |

 No, that would be more confusing, because the idea is to differentiate it from the default of having the "defend" command when you reach the castle. 
Should be "move and patrol castle"
