If your colonized planet has a moon or two, you can use robo-miners to mine them even if the planet is colonized...and with two moons, you pick up twice the amount.

Why does a robo mining base not mine??
Hello
I was wondering in anyone knew any reason by a space station with robo miners would not mine. I have an identical base on a differenct planet and it works fine!?? And are no other ships or bases mining the planet yet the station is not producing. It is not dammaged in any way. Even the planets and the facilities on them are identical.

Robo miners will NOT mine colonised planets. That's your problem. (BTW, this is intentional, not a bug)
You implied that one of your stations is producing resources above a colonised planet- you'll probably find that that planet has uncolonised moons and/ or asteroid fields in the same sector. This is what's being mined.
