I don't know of any smaller total-water maps, but there is the random map generator.
As burnsaber says, the anti-hoarding mod is really easy, in fact I already made it for pasha's RAND game. I'll attach it to this post.

If Quantum Mechanic doesn't want it, I'm willing to give it a go. As EA Atlantis is expected to get its *** handed to it on a silver platter, I figure I can't be worse than nothing. A "balancing" element could be to give EA Atlantis a starting location close to land, as their main advantage is being fully amphibious.
Never mind... unless you decide to add LA R'lyeh back in, in which case I'll take it.

Actually I think it would be perfectly reasonable to have LA Ry'leh. MA Ry'leh is arguably the better of the two, chaff can only make up so much for being unable to afford mages...

Just to sure I'm not stealing Quantum Mechanic's slot, I want to say that, if you (QM) decide that the map (e.g. 20+ provinces/ player) is ok, EA Atlantis is yours. You have "dibs."
Otherwise, I'm in. And Burnsaber's mod is fine by me.
