I have been meaning to ask for some time, in case I missed it, I noticed that when I give bombing orders to my artillery without someone with LOS/FOV of the target giving the order, the artillery will miss, but not just miss, the targeting hex will change/move on its own. Is this normal?

Its a very effective way of making it less effective, now unless you were lucky next turn you have to adjust it with no LOS again & few shells fall.

I don't have a problem with it, besides most of my opponents seem to follow the new HOT strategy of having mostly recon infantry for infantry and nothing else.
