ah crap, i don't know how to explain myself: proc is a word used in world of warcraft to indicate abilities that have a chance to happen when something else happens.

As I recall, the acronym gained popularity from Everquest and items that had a random seconday effect?
It is a classic acronym for "programmed random occurence", it isn't a proper word to use if it always occurs, which is what you seem to suggest it does (that is, whenever you attack with a length 0 weapon).

Are you sure you aren't confusing it with the poisonous armour that some units wear? Those units poison other units that attack them with short weapons. I just tested the snake ring with a carrion dragon, and none of the enemies that were bitten or clawed were poisoned.

It's an item spell, so it doesn't stack with your usual attack, or at least, that's what I'm under the impression of. IT may be used as a substitute for your usual attack, however.

About the quickness question:
Tip 1: quickness do not works with normal spellcasting (it did in dominions 2), but it works with spells casts from items
Tip 2: item spells only cost 5 fatigue per casting, ignoring enc..
Tip 3: partial quickness (such as the 50% from a W9 blessing, or a low level heroic quickness) allows multiple spellcasting of item spells each other turn.
Tip 4: high level quickness (>100%) allows for more than 2 actions in a turn
In a recent game, I had a high inquisitor with a high heroic quickness (almost 200%), and if I gave him some spell-casting item, some turns he got up to 3 spells.
Tip 5: If you give to a quickened caster a order to cast a item spell, the additional action(s) can be another a non-item spell (or an attack if appropriate). My inquisitor with orders to cast "item spell: fireball" would often cast 2 fireball and then a smite|Fireshield or some other spell in the same turn.

Snake ring: pr100 and gives the commander ability (no matter about the magic skill) to cast spell "poison touch" which is a normal len0 attack that (not very surprisingly) does poison damage. Not sure about how much though. It does not add any attacks nor it doesn't add poison damage to any existing attacks, and it doesn't stack with quickness being a spell.
You can check the spell itself, it's alteration level 1 spell, and requires an attack roll from the caster to hit.
Similar items are sceptre of authority (flame bolt), Herald Lance (solar rays), Skull standard (panic), Skullface (raise skeletons) and many others.

So in other words, it only allows your unit to cast a spell. That's not terribly useful, considering the spell in question.

Maybe with gloves of gladiator it would be some synergy, but usually you need your thug for killing your enemies, not for poisoning them one by one , especially without a shield
