Don\'t Player Settings get saved with an Empire Save?
I ask because every time I load my saved empire I have to reset the settings for the player (such as type of map, player settings such as attribute points, number of players, etc.
Sometimes I have to do the setting before loading the empire else I get an error.
Where have I gone wrong!?

The only things that are saved with an .emp file are the characteristics you created for that race (everything you'd find in one of the 'ai_general.txt' files), any changes in the empire options and strategies (if you saved the empire AFTER changing these), and ship designs (if you choose 'yes' when given the option).
There is no way that I know of to 'save' the game settings you are talking of. You always have to choose what type of quadrant, number of racial points, etc. in starting a new game.
The only reason you'd get an error when loading your empire, before or after you change game settings, is if something in the .emp file contradicts a game setting. This is usually the number of racial points. You can't load an empire with 5000 racial points if you're only allowing 2000 or 3000.
