Default Ability questions

I was exploring the abilities.txt file recently and found a couple of odd ones: Palace (?) and Drop Ground Troops. Do either of these do anything? I'm particularly intrigued by the drop ground troops, but it doesn't seem necessary. Is there a way to make it necessary? What is a palace? Oh, and while I'm at it, what about the ground combat enhancement ability here and in racial traits? Do these do anything? Thanks.

Ground combat skill does have an effect. I'm not sure what the equations are, but races with really low skill need lots more troops to win.
A -50% skill race vs a +50% skill race will have a tough time capturing planets, but it is still possible with non-insane numbers of troops.

Palace and Drop Troops Currently do nothing.
