Did people get turn 18?
Just ignore it.
It was necessary to resend to get a copy of the turn to himselfbh.

A whole lot of trouble could be saved if people notified the game admin or turned their game over to AI before quitting.

skymoon, a NAP-3 normally means you wait 3 turns before attacking. It's not:
Turn 1: Announce end of treaty
Turn 2: Wait
Turn 3: Attack

That would be 2 turns warning, so a NAP-2.
