As Andy has already explained height was never set, it's an abstraction. I attempted to try and narrow down what it could represent.

......but what is a hill level?
Go back and read post 7 again and go back and read what Andy wrote the answer is there.

I've never seen it indicated on the map

EACH LEVEL OF TERRAIN IS 10 "UNITS". GROUND LEVEL IS ZERO, A LEVEL ONE HILL IS 10 "UNITS" HIGH, A LEVEL 2 HILL IS 20 "UNITS" HIGH----ETC, ETC, ETC

That's "SP101" -----in all the years I've been doing this NOBODY has not understood that. It's instantly obvious if you spend even five minutes building terrain with the editor

So based on your height estimate, a one story building would be about a 10 height obstruction. Fully grown trees would be about a 35 height obstruction. These would be added to the hex height to determine the full obstruction height. Is this right?

There are no "one story buildings" there are single and multiple hex buildings and a single hex building averages about 15 units high

Tree height is variable but 10 would be a rough average 13 would be the upper limit with 8 the lower but it varies from hex to hex.

So........ if you have a house on a level 1 hill ( 10 units ) the building will be 15 units high which means that house, from ground level ( 0 ) is 10+15 = 25 units high.
