Some may know of them - I certainly didn't - and I don't recall seeing any mention of these utilities anywhere here! (even in the "tutorial" threads for Icon modding by the likes of Cross which describe the "manual" way of doing it).
Yes, you are right, we should all help one another where possible. Perhaps everyone assumed everyone knew about them or I just missed it somewhere along the line.
You can understand now why I found it a daunting enterprise to edit all the icons! lol.

I used both programs when they were still DOS based mainly to assemble the terrain tiles. I have never bothered using them to add Icons, mainly because the set up is more trouble than it's worth to put in a handful of icons and as you noted you still need to go back with SHPEdit to center the Icons so in my case it's always been quicker to just put them in manually. I have all of Freds programs that apply to winSPWW2 and winSPMBT on my HD

Since we're talking about programs. I play with OOB's alot. I know Mobhack can export all the OOB data to a csv file but is there a program that puts a csv back into an OOB? I remember way back when there was but I never kept it. I know csv's can be pedantic to work with but I am an accountant and work with them quite a bit uploading data.

CSV import was deleted since it was far too easy to mass import sheer garbage data into the orbats, and I had absolutely no intention of writing massively complicated data sanity checks for a bit of code that 2 people in the world might use, if that...
The CSV export is retained for those who want to put the data into spreadsheets (csv is a standard input form for those).
