As is often the case, you dont give us much info to go on... How much "later" in the battle 4 or 5 turns? 30 or 40? Remember the AI spotter and artillery will probably not be as experienced as yours and the time from plot to arrival of fire will take longer.

The clue is in the sentence 'It seems to do this when it has lost most or has few if any ready on map forces (I should have said units).' but for clarification purposes lets say when the battle is coming to an end.
This may be due to having few units capable of spotting units on map but can still see smoke, the more inviting target as you said.
During the battle the AI does sometimes fire at smoke but not as often as I think it should but it always seems to at the end, making this phase of the battle far more dangerous too on map artillery.
