Training facilities
Assuming that they're useful ...
When do you research them?
Where do you build them?
How many?
I have modded my AI to allow it to build and add ship and fleet training components to a base. I have tended to build a training base at outPosts or border areas where I have ships stationed figuring if they're just roosting there - why not get them trained. But now I'm considering just building them in the Home System, training ships in a Home Fleet and then sending them out. That way I'm not paying so much upkeep.
I would probably add a component to a border or warp point battlestation but then maybe another weapon or sensor would be a better choice.

Training facilities are absolutely critical in multiplayer games.
If you don't train, you are giving the enemy a total of 40% to-hit bonus in battle.
I reccommend building them at your primary spaceyard sectors. Ships will start getting trained as soon as they're built or unmothballed, and you don't have to shuffle ships around.
If you are a Psychic race, build them in your border systems so your ships can train while defending warppoints.
Take note that when ships are mothballed the crew leaves and you lose all ship experience. You will need to retrain after unmothballing.

i research them early...... They are needed.
Also Perhaps you should build them where you set up your way points...
And as way points move build the training facilities... That 20 20 is very important.
Especially when fighting Religous types...

Fairly early, I might be roleplaying a warrior race and it seems like a technology the people would want. After Training III comes Hyper Optics, which are faster to research than other sensors, so it's very worthwhile.

If i'have the possibility to build them on a planet with moons i usually build them on that planet and the moons.
If you have Ship Training III on a planet
and two moons your ships get +9% exp. per turn in this sector.

Do the training components work? ISTR that you couldn't use the sector training ability, but the system-wide ability worked on a component... but I could be misremembering...

Both types of training should work fine on components. However, beware: sector training ability stacks from components on different ships/bases, just like it does for planets in a sector. The system training does not stack with itself.

Build 10 ships/bases with those training comps in one sector, and you get instant-training.
