emergency build bug

There's a bug with the emergency build option for space stations and ships, when building for some time on emergency build you should spend an equal time after that building on slow. when however you mothball and unmothball your ship in the same turn this penalty is gone, it's like you never where on emergency build.

I'm still playing the 0.99 demo, so I don't know if the bug is still present in the full Version',couldn't find it in the text files.
