Priests always recruitable with temple?

This only happens if your national lineup has priests and scouts, and you fort an indy province with them - you get duplicates.

You can only make priests in provinces with temples and inherent priests. Don't build a temple in a province without a greyed-out priest and expect to make priests there...

...and don't build priests near my borders anyway, unless you're feeling lucky, punk
