Question / Bug

Hi,

Just started out a game playing as Machaka against seven AI opponents. On turn 4 or 5 I took an independent province and, watching the battle replay, noticed that my witch doctor cast 'seven year fever'. I had only researched evocation up to level one and the spell in question is a thaumaturgy level one spell. How did he do it?

Rather making me think I have misunderstood the whole magic process..
