I don't think this question is really answerable. There is no "best".
Heroic strength, for instance, is useless for most mages, while heroic precision is useless for most melee combatants and heroic valor is often wasted on assassins.
The only ones which are sure to be useful for anyone at all, no matter what context, is heroic quickness and heroic magic resistance.
